One other symptom to add - rear fog isn't working, but I'm guessing this is just because the lights aren't.

Update - I had a look at the diagrams for the fuse box: https://www.autogenius.info/ford-puma-fuse-box-diagram/ Looks to be K243 and 244 that are the relays for the low / main beam. I tried swapping them with the fuel pump relay, fuel pump still works but headlight still do not...
