How to change the Fuel Filter

Would it be worth disconnecting the fuel pump fuse/relay and cranking over the engine a couple of times to release the pressure in the fuel lines? If so, where is the fuse/relay located?
 
And the fuel is leaking from the point where the inlet pipe connects to the filter, some pics are here

Fair point. Is there a technique that I should know about?

I've spent hours trying to get them off without causing [too much] damage to the clips.

I was the last one to change this filter just 2 years ago, and it was a breeze.

I would use a pair of needle nose pliers, to squeeze the tabs in gently, after spraying.
