How do I adjust the horizontal level of the mainbeam (dipped).

I know theres an adjuster on top of the light housing (White plastic cog thing) but how do I adjust the beam level. i'm trying to explain the best way i can but...

The light beam im guessing should shine as a horizontal line (reflection on garage door should be ---- ----) but both of my beams are angled like so // can I adjust this?
 
As asked by Mr. Audio84 this is what your headlight level should look like against a wall/garage door(s). Notice the flats are level and the kicks up are to the left
