Dashboard lights help

Not sure if this is the right (or best) section for this question, but I hope someone can help me.

I was sitting in the car today, turned the ignition to the second position and watched the dashboard lights come on. I noticed there was one that doesn't come on at any point, whether it's when turning the ignition on or actually starting up the car.

Can anyone tell me what the circled light is and whether or not it's actually meant to come on at any point...

Wanted to make sure a bulb hadn't blown... or the previous owner had purposely removed a bulb to hide something.
