iv put stop smoke in it and it looks gray may a hint of blue but i have had to refill oil a few time in past mth also said i could try a thinker oil but he thinks it valve stem oil seals or piston rings

Unless its blue smoke or black smoke , I can't see why he's failed it. Has the car done loads of miles? It maybe worth finding an alternate mot test station as Martin recommended.
