Oil Filler Cap Seal?

Is the oil filler cap supposed to have some sort of rubber ring or something to seal it?
 
Ok i thought it would of done.

The reason i ask is because i had my oil changed at the garage the other day and the engine has been noisy ever since and i can hear a rattleing noise coming from the the front o/s wheel arch when idling which i think could be something to do with the vct so thought if a seal was missing it could be losing oil pressure. It has also lost power.

Before the oil was changed there wasnt any knocking and it ran sweet as a nut.
 
I forgot to mention that since the noise started the aux belt, idle pulley, spark plugs, air filter and coil pack have been changed but not stopped the noise.
I'm 100% sure its something to do with the oil change. Valvolene 5w 30 grade oil was used.

Anyone got any idea of what the cause could be?
