just a roll over bar by the looks of it, not a full cage. its probably all id fit unless i was getting very serious about racing.

looks like the fittings are there for 6 point, makes me wonder why its only being sold as 4

Although it does say harness bar but there is not one for sale.

I have spoken to Safety Devices and they say that it isnt the top nor the bottom, but a bar through the centre that on this cage, does not exsist. Harness bar is shown in picture below:
