Rust on underside front wing

Had a really bad noise after going over a speed hump (about 2mph) and when looking under car i noticed on both sides the underside of the wing has bubbled paint and rust coming through - while im aware of the usual rust points i dont recall this one coming up - my rear arches are mint!!

Is this a problem area, something that is easily repaired or new wing time?

Any advice/pointers welcome!!
