as pumahammer said, the lever works like a pump. pull up repeatedly to raise the back of the bottom part of the seat or push down repeatedly to drop it :)

The lever is central in the normal position when you sit in the seat. If you pump/press downwards it goes down, if you pump/pull upwards, you should feel the seat moving under your backside. There is not a lot of movement available.
 
Whatever is going on with the seat height adjustment,
It has nothing to do with the headrest!

The adjustment ONLY alters the position of the seat base, not the back.
Try lowering your headrest before tiling the seat ;-)
 
sorry not helpful but if you have the seat all the way forward how do you actually steer? and where are your legs, behind you? :?
