It was -25c outside couple of weeks ago and because of that washer fluid froze. Now when the fluid is not frozen anymore, windscreen washer doesn't still work. There is no sound or anything. Wipers work fine though. I ordered new pump because that probably broke because of ice: http://www.ebay.com/itm/221839941506

The problem is that how I can change that? It seems that the pumps located behind the front wheel, am I right? Do I need to take off the wheel to change the pump or is it enough if I manage to bend the fabric on the arch?
 
Wheel off, arch guard off (T30 bit) and you should have enough room.

You can do it by struggling but really the disassembly is not difficult and will save you working in a small space.

Yes looks OK but you may need to recover the filter grommet from the bottle. You will see once you are in there.
