Funny business those keys for Ford... I have a spare key that is only new cut but not programmed to start the car and that key can open the drivers and passenger door and the one that is old and worn can only open the passenger door's lock.

Also, how did your indie identified the faulty Heater Control Panel?? Could that be the case for my car??
