Air recirculation control light stays on...

As title - press air recirculation control, you can hear something moving/closing but light stays lit just a bit dimmer, any ideas?

I had this recently while I was diagnosing a fault with rear fog lights, cured it by re-seating the main fuses in the engine bay fuse box.

Wow that's a bit of a weird one...will do it anyway!

Think its an earthing issue, when the earth was poor in one of the fuses in the main box it causes a current draw across that switch panel.
