idle control valve

Quick question when the engine is cold I start it up and it revs to like 2500 rpm and then comes down but when the engine is warm it starts up and doesn't rev so high I was thinking idle control valve or could it be something else??

Does it stay at 2,500 for long, or just pings up but comes straight down?
