It's not as clear cut as that.
For high performance and/or large displacement engines that require lots of air, then yes they very much are. On a completely standard Puma they will make a negligible difference to performance. Depending on the material cone filters are much less restrictive than standard paper panels, and so will make a small difference to rev response and will add some volume to the induction.
Combined with other bolt on mods like a performance exhaust or a remap then they become useful due being less restrictive, but on their own they are generally not cost effective, unless you can get a free one like me
