Problem with recirculating air system

I wonder if you could help me, but since a couple of weeks ago, I got this strange noise from my globe compartment.
That came when I switched off the air recirculation buttom, and now everytime I turn the engine I get it again, for 10-15 seconds.

To give you a better idea, I made a video of it

At my local garage told me they will have to remove the complete dash to access, and I will take 4 or 5 hours to make it so I wondering if there are any other and better option to get it fix it without to remove it.

Remove the panel (that has the switch on it, maybe have to remove radio first) and try disconnecting the air recirculation button wire (best to tape it up too).
If this noise stops then you have a better idea what is happening (or you can live without it!).

air recirculation I can live without, but if this affect to air aconditioning.... summers are very hot in Spain
